Use these soft, water-soluble pastels to create beautiful watercolor effects. Simply make a sketch with Neocolor II pastels, then sprinkle it with water and allow the colors to dilute. Use a brush to pick up colors and paint as though with watercolors. You can also draw on moistened paper for a wash and varnish effect. Neocolor II Artists' Pastels have a high pigment concentration that results in bright, opaque colors, suitable for many techniques on dry or wet paper. Returns
Malfunctioning Parts
All merchandise, unless otherwise indicated, may be returned within 30 days after the original purchase date for a full refund or exchange excluding shipping cost.
No refunds will be given after 30 days from the original purchase date.
Wrong parts ordered
Normally, we don’t take responsibility in returning items that were incorrectly ordered, but, that being said, that does not mean we do not want to help our customers in the event this happens.
Customers will be responsible for all return shipping fees. The refund will be sent after we have received and tested the product.
